Smart moved; seconded by A. Walsh to approve the minutes from the May 16, 2016, regular EDA meeting. Aye: Alm, Baukol, Smart, and Walsh. Nay: None. Absent: Guttormson and Olson. MOTION DECLARED PASSED APPROVE AGENDA: MOTION: P. Baukol moved; seconded by M. Smart to approve the agenda Unfinished Business: D. Proximity Salon; E. Purchase Agreement; and New Business: A. SECRETARY-TREASURERS REPORT: Financial Report/Claims: K. Plemmons presented the financial report and claims totaling $1,299.97. MOTION: A. Walsh moved; seconded by P. MOTION DECLARED PASSED UNFINISHED BUSINESS: Yard of the Month: The Yard of the Month Committee has selected 218 Herbert Street North as the June award recipient. The sign is in the process of being made and will be presented along with the gift certificate by M. Alm with A. Walsh to photograph and post on the Facebook site. Annual Appointments: Tabled. Shock & Awe Grant Idea: No report. Proximity Salon: Amber Black will be open for business on July 11th. Purchase Agreement: The city attorney has completed the contract and a meeting with Roger Pape, Chairman Alm, Mayor Johannsen, Cynthia Julin (city attorney) and Keri Plemmons was conducted to go over the agreement and all parties found the terms acceptable. A minimum value of a constructed home still needs to be determined. A. Walsh will research what a person looking to get a home construction loan or mortgage would qualify for who also qualifies under the financial requirements of the TIF district to help determine the property value number. A public hearing will need to be scheduled to begin the business of the property sale. MOTION: P. Baukol moved; seconded by A. Walsh to schedule the public hearing concerning the sale of property located in the Wild Rice Addition for July 11, 2016, at 6:15 p.m. Aye: Alm, Baukol, Smart, and Walsh. Nay: None. MOTION DECLARED PASSED NEW BUSINESS: Corn Feed: Immanuel Lutheran Church has inquired into cooperatively hosting an event that works with their corn feed, such as a city-wide garage sale, flea market, etc. A.
